Children in care of the Workhouse

Children could enter the Workhouse and the care of the Guardians for many reasons. Poverty and bereavement being two of the obvious reasons. Government legislation also gave the Guardians responsibility for adopting children who were neglected. As time progressed it became obvious that the workhouse was not necessarily the right place for young children and some poor law unions started to implement alternative models of care including Cottage Homes, boarding out children in foster care and Scattered Homes.
